सीएमएस बोर्ड इंडिया से पंजीकृत अभ्यार्थी जिस क्षेत्र में एमबीबीएस डॉक्टर की अनुपस्थिति हो उस क्षेत्र में सीएमएस डिप्लोमा धारी अपना प्राथमिक स्वास्थ्य केंद्र (प्रायमरी हेल्थ केयर/ सेंटर) खोल कर जनता को स्वास्थ्य सेवाएं दे सकते हैं।
माननीय सर्वोच्च न्यायालय (सुप्रीम कोर्ट) ने प्राथमिक चिकित्सा सेवा के लिए अपने अंतिम निर्णय में "कम्युनिटी मेडिकल सर्विस" पाठ्यक्रम को वैध मानते हुए आदेश किया है कि CMS प्रमाण पत्र धारी जितना उस के दायरे में आता है उसके उसके अंतर्गत वह चिकित्सा अभ्यास (प्रेक्टिस) कर सकता है ।
